While his role in The Dawn of Destruction (I1B1) is relatively small, Master Liu is an important character with knowledge that massively precedes the events of the book. While he found his purpose as a spiritual leader in the Temple of the Skies (a monastery and community in the Himalayas), he grew up as a troubled teen with delinquency that followed him into adulthood. While he originally lived in western China, he struggled to fit into society, although he did learn niche skills (picking virtually any lock, stealing cars, etc.)
After arriving in the Himalayas, Liu found a legendary man who was rumored to dwell in the mountains for several scores. This man did not age at all in this time, and he towered over everyone who encountered him. Believing him to be an extraterrestrial with knowledge of worlds beyond the physical realm, Master Liu sought him out. This man (Harold) taught him about the Fragments of Omnipotence, the Equilibrium Trigger, and the existence of a higher being called an Astrodeus. Master Liu greatly reveres Harold, so he studied the Equilibrium Trigger and (by extension) the astral plane. He considers himself to be the protector of the astral plane's balance.
When Master Liu learns that Seth is the holder of Destruction, he does everything in his power to aid Seth's journey. He teaches Seth the Equilibrium Trigger and sends his acolyte Zheng to join Seth on his journey.
Without going too deep into spoilers, you will be certain to see Master Liu in other Interitus 1 books. This will be expanded later!
